Why doesn’t Featured Image work?

I’m creating a new theme, very basic and simple.  But I’ll be darned if I can get the Featured Image function to show up for pages and posts.

I’m using WordPress 4.1 and don’t have any plugins installed at all. According to the Codex and several reference books and a bunch of blog posts I’ve read, all I need to do to activate this function is to register it in my functions.php file.

That’s it, the only thing my theme is trying to do so far is activate the Featured Image.

But when I try to add or edit a post or page, there is no Featured Image box along the right side of the admin panel, nor is there a Featured Image checkbox up in the Screen Options.

WHY NOT!
